Apple is reportedly gearing up to launch its much-anticipated “iPad mini” during the third quarter of 2012 in an effort to “counter attack” the upcoming Windows 8 tablets. The 7.85-inch device is expected to cost between $249 and $299, which will also allow it to compete with cheaper Android devices from the likes of Amazon.

Mobile technology is playing an ever bigger role in the workplace. According to a recent study by IT training and certification giant CompTIA, 84% of knowledge workers use an iPhone or other smartphone for at least some work tasks on a daily basis – unsurprisingly email and using web-based services ranked as the most common and universal uses.

Despite that level of use, the survey – which didn’t break out numbers for corporate-owned versus employee-owned devices – found that only 22% of businesses have an official policy regarding the use of mobile technology. An additional 20% indicated that they are exploring options for mobility policies but haven’t yet completed them.

We reported last month on the legal and licensing issues surrounding OnLive and its OnLive Desktop for iPad, a freemium offering from the cloud gaming company that offered iPad users a full Windows 7 desktop experience complete with Office and the ability to watch Flash content. The company made a big entrance into the Windows/Office on iPad space in January and announced its premium and business plans the following month.

More recently, however, Microsoft announced that OnLive was violating its licensing agreements. Microsoft even went so far as to accuse OnLive and any OnLive Desktop users of illegally pirating Windows 7.

OnLive appears to have learned the error of its ways. Over the weekend, the company quietly adjusted its service to be compatible with Windows licensing.

It’s pretty clear that digital distribution is going to play a large role in the future of magazines and newspapers. That doesn’t mean, however, that print editions are going away any time soon. For the foreseeable future, we’re likely to see print/digital hybrids while consumers and publishers test the waters of both digital products and distribution channels.

The road to digital hasn’t been a smooth ride for many publications. Part of the reason is the lack of resources being devoted to creating engaging and immersive digital content that doesn’t feel as if you’re simply reading a PDF of the print edition.

One big area where publisher are still failing is advertising – despite excellent interactive ad systems like Apple iAd, publishers are still stuck in a print mentality when it comes to ads. In fact, according to a new study, publications often simply toss the exact same print-formatted ads into digital editions that run in their print counterparts.

RIM has launched iOS and Android support in its BlackBerry Mobile Fusion mobile device management (MDM) software. The new feature known as Universal Device Service follows February’s initial launch of BlackBerry Mobile Fusion. The initial launch primarily provided the ability to manage RIM’s PlayBook tablet. The launch of the iOS and Android components of the software have been expected for quite some time.

The release is likely to be welcome news to companies and IT departments that are established customers of RIM products. Beyond those customers, however, BlackBerry Mobile Fusion simply joins a long list of existing MDM services that support iOS, Android, Windows Phone, and Even RIM’s own BlackBerry OS.

LTE is one of the key features available on the new iPad. All that extra speed can be a great feature for consumers and business users alike, although the ability to burn through data that quickly means that all LTE iPad users need to be more conscious of their data use than with the previous 3G iPads (the same will no doubt be true for the next iPhone).

A new study claims that most iPad Internet access (94%) still takes place over Wi-Fi networks, however. That seems like bad news for carriers and it sounds like comforting news for CIOs and IT professionals worried about unknown iPads in their companies. After all, if only 6% of iPad connections occur over 3G/4G, then most iPads in the office are using a corporate network and can be tracked and monitored to ensure data and network security.

Unfortunately digging into the actual data from the study reveals iPad users with 3G and LTE models are actually spending a lot more than 6% of their time using their cellular connection.

Earlier this week, we highlighted the growing need for companies to develop more comprehensive approaches to iPhones, iPads, and other mobile devices than simply purchasing and implementing a mobile device management console. The device-only approach isn’t always a solution in itself and there’s a growing trend of focusing on managing the information and apps on an iOS device instead of (or in addition to) the device itself.

As this multi-tiered model becomes more common, businesses are typically looking at multiple solutions, which is prompting companies in this space to develop strategic partnerships or consider acquisitions as a way of offer businesses a more integrated approach. Two instances of this were the announcement of Good and Box partnering for secure data and enterprise cloud storage and Symantec’s acquisition of Nukona and Odyssey.

Another partnership was announced yesterday between MDM vendor MobileIron and enterprise wireless firm iPass.

It’s rare to see government agencies at the front of the technology curve, but it’s becoming more common with U.S. federal agencies after U.S. CIO Steven VanRoekel declared at CES that 2012 the year of mobile for the federal government. While most agencies have pushed to reevaluate their mobile technology option during the past few months, the Environmental Protection Agency seems to leading the government charge to mobile.

The EPA announced earlier this week that the agency has adopted a new “mobile first” policy. Under the policy, it is a setting forward-thinking IT mandate than even the most tech-savvy companies have yet to consider or embrace: develop solutions for mobile devices first and then re-work those solutions to function on the desktop.

Despite being totally dedicated to Mac OS X right now, I can’t help but get excited about Windows 8. Having enjoyed the Metro UI experience with Windows Phone, I can’t wait to try it out on a tablet. And I know a lot of users feel the same way. But one thing that could put many of them off Windows 8 slates is the lack of iTunes.

Microsoft knows this, and it knows it’s a real problem that could kill Windows 8 tablets before they’ve even hit the market in the minds of many consumers.

Over the past two years, the Internet has been flooded with stories about the next iPad-killer. The iPad-killing hype has been applied to the Cisco Cius, Motorola Xoom, BlackBerry PlayBook, HP Touch Pad, and Galaxy Tab just to name a few. Several of these products were specifically hyped at being business tablets – alternatives to the iPad in the workplace.

At the end of the day, however, the iPad still rules the tablet space in general and the business tablet in particular. Despite being a “consumer” device, the business tablet market is really the business iPad market. The latest statistic to drive this point home is that, during the new iPad launch, Apple sold more iPads in one weekend during than one quarter of Android tablets ever sold.

Sales figures like that pose a question for IT departments – Is there a point to developing support models for Android tablets?

Just a few short weeks ago, Michael Dell announced that his company should no longer be considered a consumer PC and device maker. Dell should now be considered an IT vendor with a focus on enterprise data center products, went the message. The company was going to get out of the device and peripheral business.

What a difference a few weeks can make when it comes to a company’s message. While the tech world focused on today’s launch of Apple’s new iPad, Dell’s chief commercial officer Steve Felice was talking up the company’s ability to challenge the iPad in business environments. Or put more accurately, the ability that Dell will have to challenge the iPad when Windows 8 ships later this year.

When Apple first announced the new third-generation iPad, there were people — and, I suppose, still are people — who were disappointed. Why they were disappointed is inexplicable; what they envisioned is hard to imagine. The flying car of tablets, one supposes: they called the new iPad an “incremental update” when what Apple had just handed them may as well have come spiraling through a time vortex from the future. It’s that good.

Let’s face facts. In the last year, Android makers haven’t even been able to ship a viable competitor to the iPad 2. The new iPad, with its Retina Display and LTE technology, is unlike anything else on the market. No one is even close to making a tablet as fast, as beautiful, as vivid, as thin or as long-lasting as this, and if history is any guide, when the fourth-generation iPad comes out, they’ll still be trying to catch up.

Make no mistake. If the new iPad isn’t a “beefy” enough upgrade for you, you’re not just spoiled. You’re not just completely out of touch with the state of the tech landscape today. No, you’re bonkers. This is the most advanced piece of consumer mobile electronics tech available today.

Apple has continually talked about the number of companies that have been testing or deploying iPads to its workers – and if you look around many workplaces today, you’re likely to see at least one or two iPads.

If you’re craving more than anecdotal evidence that the iPad is a serious business tool, however, a new ChangeWave study offers plenty of solid proof. The study shows that 84% of businesses looking to deploy tablets are planning to buy iPads within the next three months. That follows an earlier study that showed the iPad commands 96% of the business tablet market.

Earlier this year, OnLive debuted its OnLine Desktop app for the iPad. The app offers users a virtual desktop environment that includes Windows 7, Microsoft Office, Adobe Reader, and Internet Explorer (which allows iPad users to watch Flash-based web content). The service comes in both free and paid versions that include 2GB of cloud storage and OnLive plans to expand the service with more advanced plans for both end users and for businesses.

While users and reviewers have been largely happy with OnLive Desktop, it seems that Microsoft isn’t. After being mum on OnLive’s decision to release the app and service, Microsoft announced this week that it views OnLive as violating its license agreements and essentially pirating Windows.

At issue is the draconian puzzle that is Microsoft’s licensing system and how the company charges for virtual desktops.

During Apple’s iPad keynote yesterday, Phil Schiller, its senior vice president of worldwide marketing, claimed the tablet’s new A5X processor offers 4X the graphics performance of NVIDIA’s quad-core Tegra 3 chip.

NVIDIA says that while it was “certainly flattering” to be called out by the Cupertino company, it will be performing its own benchmarks on the new iPad to see if Apple’s claims are really accurate.

It’s a nice dream, and, in actuality, the Transformer Prime is a beautiful piece of hardware. But the challenges aren’t hardware: they lie in software. RIM, which is not showing much in the way of new products or technologies at this week’s Mobile World Congress in Barcelona, sought to dispel the idea that its failures over the past year had created tensions between the itself and BlackBerry developers.

The words, meant to be reassuring to developers and users, had a rather hollow ring to them considering that the company has seen major mobile developers retreating from its existing OS and its new platforms based around QNX. The move comes as RIM is seeking to court developers for its PlayBook tablet and future BlackBerry 10 devices. A new report from Forrester makes it clear that IT departments and the users that they support are not on the same page when it comes to employees using their own devices in the workplace. In fact, according to Forrester’s survey of both IT staffers and knowledge workers illustrates that IT may be largely out of touch with how many users are bringing their own iPads, iPhones, and other mobile devices and how many devices each employee is bringing to the workplace.

This adds an interesting counterpoint to the study that we profiled early today that indicated that by and large IT departments are beginning to embrace BYOD and other parts of the consumerization of IT trend.
